As a think tank specialised on multilateral cooperation in the Black Sea region, the ICBSS pursues applied, policy-oriented research both at its own initiative and in its role as related body of the BSEC and member of the BSEC family. Typically this involves a two-way process: the Centre develops its own research activities which later feed into the policy-making process of the BSEC and thus have a direct application, helping regional policy-makers to base their decisions on high-quality scientific information. At the same time, the ICBSS frequently carries out studies and other research activities upon request by the BSEC Council of Ministers and subsidiary organs. The results thereof may then be developed under the Centre’s own initiative beyond the original assignment and eventually re-incorporated into the policy-making process.

Research is conducted by ICBSS staff and external experts individually or in project-specific teams. Peer review processes and exchange of information and best-practices with the wider network of partners from the Black Sea region (Black Sea Research Network) and beyond are standard practices in order to ensure state-of-the-art policy-oriented results.
