Green Cluster of Knowledge Institutions of Black Sea: A Roadmap on Renewable Energy Sources and Energy Efficiency for Research and Academic Institutions

The “Green Cluster of Knowledge Institutions of Black Sea: A Roadmap on Renewable Energy Sources and Energy Efficiency for Research and Academic Institutions” is a project coordinated by the ICBSS and funded by the BSEC – Hellenic Development Fund. The project was launched on 1st August 2011 and its duration will be 1 year.

In the energy sector, Renewable Energy Sources (RES) and Energy Efficiency (EE) are considered valuable allies in the achievement of reduced energy related costs and increased energy security.

With a total budget of 63.750 € the project highlights the importance of the voluntary implementation of a Roadmap for the promotion of renewable energy sources and energy efficiency in research and academic institutions of the BSEC, in the form of an analytical manual that provides specific steps for the application of innovative and sustainable methods and tools for environmental protection and mitigation of the effects of climate change. The roadmap will have an informative character providing feedback on good cases and success stories from EU member states, relevant legal frameworks of the countries-partners involved in the project and analytical instructions for the implementation of specific environmental tools, such as Environmental Management Systems (EMS) (EMAS and ISO 14001). These tools are considered to be crucial for sustainable development and ecological modernization strategies, because they support energy efficiency, technological change and innovation. The implementation of EMS and the adoption of innovative technology can help the reduction of emissions, the saving of energy and water and the environmental awareness of the public. In the Black Sea countries there is also evidence that the number of enterprises, especially in the secondary sector, adopting such innovative tools is growing (e.g in Greece, Bulgaria, Turkey, Romania etc). However, only a limited number of institutions of the public sector have implemented such schemes (e.g. a few municipalities in Greece), although those practices are common in other European countries (public administration institutions, universities).

The implementation of this Roadmap will be achieved through the establishment of a Green Cluster of knowledge-based institutions (research and academic ones) of the Black Sea in the framework of renewable energy sources and energy efficiency. This cluster will be responsible for the long-term dissemination and promotion of the Roadmap to the BSEC countries aiming at the transfer of technology and know-how and the promotion of cooperation and capacity building among the BSEC partners and beneficiaries in the field of energy sustainability.

Especially for Research Institutes, Academies of Sciences and Universities, the implementation of soft environmental practices and tools is very important for Energy Efficiency and sustainability, as it can function as a paradigmatic innovative action for other organizations and institutions of the public sector (Central Government, Local Government) in these countries.

Objectives and results

The main objective of the project is to build on the positive experience gained in other EU member States (e.g. Germany, UK, France, Greece) and in some BSEC Member states (Turkey) by transferring know-how, environmental sound tools and promoting capacity building and cooperation through the emergence of a “Green Cluster of knowledge Institutions of Black Sea”, in the framework of Energy Efficiency.

Especially for Research Institutes and Universities, the promotion of renewable energy sources is very important for energy efficiency and sustainability, as it can function as a paradigmatic innovative action for other organizations and institutions of the public sector (Central Government, Local Government) in these countries. The added value of the project is the establishment of a green cluster that it will broaden in the long-term through the promotion of the Roadmap and the dissemination of the project results in multiple BSEC countries. The project will promote innovative technologies and investments in sustainable energy in the project partners, aiming at simultaneous high impact in the BSEC countries.
