
New Publication │“Report on the Implementation of the BSEC Strategy on Climate Change Adaptation”

On 9 October 2026, the ICBSS published the “Report on the Implementation of the BSEC Strategy on Climate Change Adaptation”, prepared by the ICBSS and submitted to the Working Group on Environmental Protection of the Organization of the Black Sea Economic Cooperation (BSEC).
The Report provides the first regional assessment of the implementation of the BSEC Strategy on Climate Change Adaptation during the period 2018–2026. It evaluates the progress achieved under four strategic elements, reviews the degree of achievement of the Strategy’s targets and indicators, examines the contribution of BSEC to regional adaptation efforts, and proposes future priorities for strengthening climate adaptation in the wider Black Sea region.
The Report shows that BSEC and the Member States have made substantial progress in strengthening climate resilience since the Strategy’s adoption in 2017. Several bottlenecks and delays remain, affecting the achievement of certain objectives and limiting the pace of implementation.
Addressing challenges, such as limited institutional and technical capacity, difficulties in accessing climate finance, insufficient data-sharing and coordination mechanisms, uneven climate mainstreaming across BSEC structures, and delays in establishing regional cooperation tools, will be essential for accelerating adaptation efforts and achieving the long-term objectives of the Strategy.
